After an undercover investigation exposed fraud with VITA centers operated under the Acorn Banner the IRS completed their decision to drop Acorn offices from the VITA Tax Preparation Program. Impact Alabama and it's founder Stephen Black are also under investigations due to a host of potential grant violations exposed by the National Independent Tax Preparers Association in Alabama last year. Impact Alabama used federal funding to lobbying public officials in hopes of passing their own Senate Bill which would have allowed them absolute control over the entire tax industry in the state. Senate Bill 201 was also written so that Impact Alabama would have been able to use state licensing fees paid by independent tax offices to help fund their matching grant initiatives within the VITA Grant Program. Recent modifications to the program have fostered an overwhelming level of interest from special interest non profit groups who are looking to exploit federal tax dollars in the form of VITA Grants. If passed the tax payers of Alabama would have been forced to burden the cost of distributing the EITC tax credit program. A program that already gives away over $1.2 billion in the state.
